Recently, Mexico's Ministry of Economy published its final affirmative anti-dumping determination on paperboard originating in China, officially imposing anti-dumping duties.
Shandong Bohui Paper Industry Co., Ltd. is subject to a duty of US$0.3909/kg, while Jiangsu Bohui Paper Industry Co., Ltd. received the lowest rate of US$0.2837/kg.
Differentiated duty rates apply. Guangxi Jingui Pulp & Paper Co., Ltd. will be subject to US$0.4388/kg, Ningbo Asia Pulp & Paper Co., Ltd. to US$0.4854/kg, and all other Chinese producers and exporters not individually examined will also be subject to US$0.4854/kg.
The investigation was initiated on February 13, 2025. Following a preliminary determination on October 10, 2025, Mexico has now issued its final ruling, bringing the case to a close after nearly eighteen months.
Bohui Paper, founded in 1994 and listed on the Shanghai Stock Exchange in 2004, is a leading producer of ivory board, cultural paper, containerboard, and gypsum linerboard. Since October 2020 it has been controlled by APP (China), part of the Sinar Mas Group.
In 2025, Bohui Paper reported revenue of RMB19.158 billion, up 1.20% year-on-year, while net profit attributable to shareholders declined 11.56% to RMB155 million. Overseas revenue reached RMB4.027 billion, up 36.14%, accounting for 21.02% of total revenue.
As of publication, Bohui Paper had not issued a public response to the final anti-dumping determination despite repeated media inquiries.
